I've never thought this poem quite works. I started with the opening two lines and tried to get the internal rhyme in syllable two and four in every other line which is difficult to achieve. The good elements are quite good but the weaker parts remain weak in spite of any tweaking. Ah well; see what you reckon.
Ghost Rules
The most a ghost can hope to be seen,
Is once a year, at Halloween,
So mostly ghosts won't try to appear,
On any other day of the year,
The few that do so tend to be ghouls,
Brave enough to flout the rules,
For those who've chosen to dare to resist,
Risk bell, book, candle and exorcist,
It's a shame in a way; most ghosts are quite nice,
Though quite cool at first, till you've broken the ice.
